Expert Committee

Composition

The Expert Committee consists of scientists who are well known in the various fields concerned by the activity of GIS COOC. These experts are appointed by the GIS Council, following recommendations from the GIS Director and the Chair of the Steering Committee, for the term of the Agreement.
The Expert Committee is made up of 6 permanent members who do not belong to the
research units and teams involved in GIS COOC. At least two of the members must belong to non-French organisations
The GIS Director shall ensure that the members of the Expert Committee sign a confidentiality agreement upon joining the Expert Committee.
If one member leaves the Expert Committee, his/her replacement is appointed by the GIS Council.
The updated list of Expert Committee members is sent to the Parties by the GIS Director by mail.
The Chair of the Expert Committee is appointed by the members of the Expert Committee, on a decision taken by the absolute majority of the members present, and for a two year term.
The Expert Committee members are not paid.


 
Functioning

The Expert Committee meets at least once a year as decided by the GIS Director.
The invitation is sent by the GIS Director at least 15 days before the date set for the meeting; it provides the Agenda and is accompanied by all useful documents.
There is quorum when 2/3 of the members of the Expert Committee are present.
Its opinions are decided by the absolute majority vote of its members present.
The GIS Director attends the Expert Committee meetings in an advisory capacity.
 
Powers

The Expert Committee is a consultative body, which provides an external guarantee concerning the pertinence and scientific quality of the GIS COOC activities.
The Expert Committee examines the results achieved by GIS COOC and makes proposals or recommendations on the scientific directions of GIS COOC and on the research programmes and partnerships to be developed by GIS COOC.
